The United National Liberation Front was founded on 24 November 1964, becoming the first organised faction seeking Manipuri independence, though it remained militarily dormant until 1991.[2]
2023 peace agreement
In November 2023, the UNLF signed a Suspension of Operations agreement with the Indian government, the first such agreement with a valley-based Manipuri insurgent group.[3]

Claim: Manipur, a princely state that had signed an Instrument of Accession in 1947, was incorporated into India in October 1949 as a centrally administered Chief Commissioner's Province following the Manipur Merger Agreement, signed 21 September 1949; this change of administrative status generated resentment that grew after neighbouring Nagaland achieved full statehood in 1962. Some Manipuri nationalist organisations, including the UNLF, have characterized the merger as illegal and unconstitutional, a characterization not independently adjudicated here.

Claim: In November 2023, the UNLF signed a Suspension of Operations agreement with the Indian government under which both sides agreed not to undertake operations against each other, with future provisions for UNLF cadres to reside with their weapons in designated camps under government oversight, pending further negotiation toward a comprehensive peace accord. Indian officials described it as the first such agreement with a valley-based Manipuri insurgent group.
