  1. · Declaration

    Bougainville declaration of independence, 1975

    Bougainville’s Interim Provincial Government declared independence unilaterally shortly before Papua New Guinea became independent; the national parliament suspended it.

    Significance here: An early, unilateral independence declaration; the national parliament suspended the provincial government that made it, and a settlement within Papua New Guinea followed in 1976.

  2. · Conflict episode

    Bougainville conflict, 1988–1997

    An armed conflict that began around the Panguna mine, closed it in 1989 and lasted until a truce in 1997.

    Significance here: The conflict, for many fought over independence, shaped the peace process that later provided for autonomy and a referendum.

  3. · Declaration

    Declaration of the Republic of Me’ekamui, 1990

    After the PNG withdrawal, the BRA and the Bougainville Interim Government declared Bougainville independent as the Republic of Me’ekamui.

    Significance here: A second unilateral declaration of independence, made during the conflict; it did not produce a functioning state.

  4. · Agreement

    Bougainville Peace Agreement, 2001

    The Government of Papua New Guinea and Bougainville leaders agreed on autonomy, a deferred referendum on Bougainville’s future political status and weapons disposal.

    Significance here: Created the framework for autonomy and for the 2019 referendum, and made the referendum outcome subject to ratification by the National Parliament.

  5. · Constitutional change

    Establishment of the Autonomous Bougainville Government, 2005

    Under a constitution adopted in 2004, Bougainville elected its first autonomous government, led by President Joseph Kabui.

    Significance here: Began autonomous government within Papua New Guinea and started the clock for the referendum window.

  6. · Referendum or popular consultation

    Bougainville referendum, 2019

    Bougainvilleans chose between greater autonomy and independence; 176,928 of 181,067 ballot papers counted were for independence.

    Significance here: Recorded an overwhelming vote for independence. The result is non-binding and awaits ratification by the National Parliament; it did not by itself make Bougainville independent.

  7. · Agreement

    Joint Communique on the outcome of the Bougainville referendum, 2021

    The PNG and Bougainville governments opened formal consultations on the referendum outcome and restated that the National Parliament takes the final decision.

    Significance here: Started the consultations required before the referendum result could go to the National Parliament.

  8. · Negotiation

    Tabling of the Bougainville referendum result, 2026

    Papua New Guinea’s parliament set a three-quarters threshold for ratification and received the referendum result, but had not voted by 28 August 2026.

    Significance here: Brought the 2019 result before the National Parliament for the first time; ratification and any transition remain undecided.
