   Claim: A UK Commission of Inquiry into the British Virgin Islands, with hearings held April-November 2021 and led by retired judge Sir Gary Hickinbottom, found "appalling" governance failures and a "high likelihood" of serious corruption, concluding that a substantial number of elected officials may have been involved in serious dishonesty across a broad range of government activity.

   Claim: The Commission of Inquiry's report, delivered before publication, recommended partial suspension of the BVI constitution, dissolution of the House of Assembly, and up to two years of direct rule by the UK-appointed Governor; before the report was published in April 2022, Premier Andrew Fahie was arrested in Miami by the US Drug Enforcement Administration on charges of conspiracy to import drugs and money laundering, in an operation that also implicated the BVI port authority's chief executive and her son.
