Current position
Both the Pakistani and Iranian Baloch insurgencies remained active and unresolved as of the most recent sources reviewed. No independent Baloch state exists in either country, and both governments continue to characterize the leading armed organizations, the BLA and Jaish al-Adl, as terrorist entities.[1][2]

Claim: As of early 2025, the insurgency in Pakistani Balochistan remained active and geographically extensive; a January 2025 parliamentary statement acknowledged that the Pakistani government had lost effective authority in parts of the province, and nationalist and jihadist groups continued to operate alongside one another in the region.

Claim: Jaish al-Adl ("Army of Justice") was founded in 2012, largely from remnants of the earlier group Jundullah after Iranian security forces weakened it and executed its founder, Abdolmalek Rigi, in 2010. Jaish al-Adl combines Baloch nationalism with a Salafist-Takfiri sectarian ideology, seeking recognition of Baloch cultural, economic and political rights and, per some characterizations, independence for Iran's Sistan and Baluchestan province; it is designated a terrorist organization by Iran, the United States and other governments. Its sectarian ideology distinguishes it from more secular Baloch nationalist organizations active in Pakistan, such as the BLA.
