The Court found, by 13 votes to 2, that Russia violated CERD Articles 2(1)(a) and 5(e)(v) through how it implemented Ukrainian-language school education in Crimea after 2014, and, by 11 votes to 4, that Russia breached its 2017 provisional-measures obligations by maintaining restrictions on the Mejlis, the Crimean Tatars' representative institution. The judgment is final, binding and without appeal.
