Claim: The 1976 Tripoli Agreement between the Philippine government under President Ferdinand Marcos Sr. and the MNLF formalized the concept of autonomy for Muslim Mindanao within the Philippine state; a faction within the MNLF, dissatisfied with the agreement, later split off and, under Salamat Hashim, developed into the Moro Islamic Liberation Front (MILF), most commonly dated to a formal 1984 founding, continuing to seek Moro self-determination.
