What happened
The Lezgin National Movement "Sadval" ("Unity") was formed in July 1990 in Derbent, Dagestan, seeking to reunify Azerbaijani and Russian Lezgins and to establish a Lezgin autonomous region by adjusting the Russia-Azerbaijan border; a more moderate Azerbaijan-based organization, Samur, formed separately to advocate cultural autonomy for Lezgins within Azerbaijan.[1] By October 1992, a Congress of the Lezgins had proclaimed an independent state, but Azerbaijani and Russian Lezgins subsequently recognized significantly divergent views on the movement's direction.[2]
