Claim: On 27 May 2000, the Shan State Army-South (SSA-S) formed the Restoration Council of Shan State (RCSS) as its political wing, electing an eleven-member Central Executive Committee; Yawd Serk was elected RCSS chairman and served until his resignation on 3 February 2014. The RCSS, based at Loi Tai Leng on the Thai border, describes itself as a revolutionary organization working for Shan equality, self-determination, democracy, and federalization, rather than outright independence.
