What happened

On 18 October 1990, the Kalmyk Supreme Soviet declared the sovereignty of Kalmykia and its transformation into a Soviet Socialist Republic; the declaration was accepted by the Congress of People's Deputies of the Russian SFSR on 24 May 1991, while ruling out secession from the Federation.[1]
