Three Dagestani villages declared themselves an autonomous sharia enclave outside Russian constitutional authority, allied with Chechen forces.
What happened
In August 1998, local governments in the villages of Kadar, Karamakhi and Chabanmakhi in Dagestan's Buynaksky District, under the influence of an Islamic Council (Shura) elected in Karamakhi that summer, declared their territory a "liberated Islamic territory," introduced sharia law, declared the Russian Constitution void locally, and formed an alliance with Chechen forces with the stated aim of establishing an independent Islamic republic in the Caucasus.[1]
