What happened
On 1 August 2006, the Angolan government signed a peace memorandum with the Cabinda Forum for Dialogue; FLEC-FAC leader N'zita Tiago was excluded and disavowed the agreement.[1]

Claim: On 1 August 2006, following negotiations led by the Cabinda Forum for Dialogue (formed by Cabindan civil, religious and militant groups in 2004), the Angolan government signed a Memorandum of Understanding for Peace and Reconciliation for Cabinda, which largely ended large-scale insurgency; however, FLEC-FAC leader N'zita Tiago was excluded from the negotiations and publicly disavowed the agreement as illegitimate, and sporadic clashes have continued since.
