Kosovo and Serbia reached a first EU-facilitated agreement on normalising relations, addressing Kosovo's administrative authority over the Serb-majority north.
What happened
On 19 April 2013, Kosovo and Serbia reached the Brussels Agreement, a first step toward normalising relations, under which Serbia agreed not to obstruct Kosovo's path toward EU membership and the parties agreed on the establishment of an Association of Serb-majority municipalities and on Kosovo exercising administrative authority over the whole of its territory, including the Serb-majority north.[1]
