Bashkortostan-Russia power-sharing agreements, 1994
Bilateral agreements granted Bashkortostan broad autonomy within Russia, including a distinct legal, tax and judicial system, later rescinded following a 2009 court ruling.
What happened
On 25 May and 3 August 1994, Bashkortostan and the Russian Federation signed agreements granting Bashkortostan even broader powers than Tatarstan's contemporaneous treaty, including provisions on natural resource use, a distinct legal and judicial system, a separate tax system, limited foreign relations, and, in principle, a distinct citizenship.[1]
In June 2009, the Constitutional Court of the Russian Federation ruled that references to regional "sovereignty" in the constitutions and laws of Russia's republics, including Bashkortostan's, were incompatible with the Russian Constitution and had to be removed, effectively rescinding the 1990 declaration.[2]
