What happened

On 28 October 2013, Alrosa, the diamond company originally controlled by the Sakha government under the 1992 property agreement, carried out an initial public offering in which the Russian Federation and the Republic of Sakha each sold shares, leaving the Federation with about 43.9% and Sakha with about 25.0% of the company's equity.[1]
